 It could be an independent trucker. Is there a company name on the side? You could try calling them and asking.

 there are some states that have cheaper licencing for vehicles than others..maine happens to be one of them...if you have a medium to large fleet,the savings of registering out of your own state may make or break a profilt....as for semi-perm vs perm,,thats when u pay an amount once rather than every year or two repeatedly..this the expiration sticker on the plate..hope this helps..
